The Department of Social Development is seeking a skilled and dedicated Director: NPO Partnership and Financing to join its Johannesburg head office. This pivotal role is essential for ensuring that Non-Profit Organisations (NPOs) are effectively supported and funded, which plays a significant part in improving community welfare across South Africa. In this role, you will be responsible for the management of NPO budget approval and payment processes, ensuring that service providers meet the Department’s Annual Performance Plan. Your expertise will help build institutional capacity and create a sound internal control system in accordance with relevant legislation. By working closely with various stakeholders, you will not only manage budgets and expenditures but also contribute to the development of policies that enhance the effectiveness of funded programmes within the Social Service Sector.

What You’ll Do

• Oversee the NPO budget approval and payment process for service providers.
• Provide training and capacity building on compliance-related matters.
• Establish and maintain an internal control system on the SAP System, ensuring adherence to relevant legislation.
• Compile and manage the proposed budget for the Management Authority.
• Conduct risk assessments by analyzing audited financial statements of funded NGOs.
• Develop and monitor compliance frameworks for funded NPOs in the Social Service Sector.
• Manage the Directorate’s budget, expenditure, and performance reporting.

What You’ll Need

• An undergraduate qualification (NQF level 7) in Financial Management, Cost Accounting, or Auditing.
• A minimum of 5 years’ experience in a middle/senior managerial role in financial management.
• Nyukela SMS Certificate for entry into SMS (Senior Management Service) from the National School of Government prior to appointment.
• A valid driver’s license.
• Strong knowledge of legislative and policy frameworks governing NPOs.
• Excellent verbal and written communication, analytical, and problem-solving skills.
• Proven strategic capability and leadership in financial management.
