About the Role
The National Treasury is seeking a Deputy Director: Systems and Operations Management to join its dynamic team in Pretoria. This pivotal role is crucial for ensuring effective grant management and monitoring systems are in place, particularly for the Urban Development Fund Grant (UDFG) and the Municipal Transformation and Spatial Planning Grant (MTS). By facilitating efficient processes, the Deputy Director will directly contribute to the community’s growth and the overall enhancement of public service delivery in South Africa.
In this role, you will engage with various stakeholders, including metros and intergovernmental governance structures, to ensure compliance and effective communication. Your work will play a significant part in the financial administration and reporting processes, ultimately influencing the allocation and management of vital resources within the public sector.

What You’ll Do
- Facilitate the management and monitoring of grant systems for the UDFG and MTS.
- Document and update Standard Operating Procedures (SoPs) and guidelines for grant processes.
- Prepare annual grant frameworks in collaboration with the NDPP team.
- Onboard and brief the Independent Verification Agent (IVA) to ensure readiness for their tasks.
- Act as a secretariat for oversight governance committees, documenting discussions and outcomes.
- Compile and review financial and narrative reports for UDFG and MTS on a quarterly basis.
- Engage with local government stakeholders to assess grant performance and provide inputs for improvement.
- Ensure compliance with grant requirements and manage cash flows from metros.
- Support knowledge management and communication functions related to grant management.
What You’ll Need
- A minimum of a Grade 12 qualification and a degree (equivalent to NQF level 7) in Built Environment (Planning or Engineering) or Financial Management.
- Project Management qualification is advantageous.
- At least 4 years of relevant experience, with a minimum of 2 years at an Assistant Director level or equivalent.
- Proven experience in grant administration, financial management, and reporting.
- Strong skills in stakeholder management and communication.
