About the Role
The Department of Cooperative Governance and Traditional Affairs (COGHSTA) is looking for a dedicated and experienced individual to fill the position of Director: Spatial Planning at their Head Office in Mbombela. This pivotal role involves developing and facilitating the implementation of the Provincial Spatial Development Framework, which is essential for promoting sustainable growth and effective planning in our communities. By coordinating spatial planning services across municipalities and traditional councils, the Director will play a key part in shaping the urban and rural landscapes of Mpumalanga, ensuring that development meets the needs of its citizens.

The Director will engage with various stakeholders, providing GIS information for development planning and ensuring that traditional community land use plans are effectively maintained. What You’ll Do
- Develop and implement the Provincial Spatial Development Framework.
- Coordinate spatial planning services with municipalities and traditional councils.
- Conduct quality reviews of spatial planning initiatives in municipalities.
- Provide Geographic Information System (GIS) information to support development planning.
- Facilitate municipal town and regional planning efforts.
- Coordinate spatial planning across all levels of government in the province.
- Oversee the development and maintenance of traditional community land use plans.
- Manage financial, physical, and human resources effectively, including performance management.
- Ensure the provision of administrative support services.
What You’ll Need
- A Senior Certificate and a recognized Advanced Diploma/Bachelor’s Degree at NQF Level 7 in Town and Regional Planning, Urban and Regional Planning, Spatial Planning, or a relevant qualification.
- A minimum of 5 years’ experience at a middle/senior managerial level.
- Compulsory registration with SACPLAN as a Professional Planner under the Planning Professions Act, 2002.
- Broad knowledge of town and regional planning, including applicable legislation.
- Proven ability in strategic and forward planning, with skills in developing spatial development frameworks and land use management systems.
- Pre-Entry SMS or Nyukela Certificate required prior to appointment.
- A valid driver’s license.
- Strong skills in strategic capability, financial management, change management, people management, and project management.
