What You’ll Do
- Conduct research on effective capacity-building measures for municipalities.
- Develop and implement frameworks for institutional capacity development.
- Monitor the impact of training initiatives and support municipalities in their human resources capacity.
- Establish and nurture partnerships with external stakeholders to promote knowledge sharing.
- Coordinate interventions aimed at improving human capacity within local governments.
- Manage the development and financing of specific interventions to strengthen municipal capabilities.
- Oversee the implementation of work skills plans in collaboration with municipalities.
- Provide administrative support services to ensure smooth operations.
What You’ll Need
- A Senior Certificate and a recognized Advanced Diploma/Bachelor’s Degree at NQF Level 7 in Human Resource Development, Education Science, Public Administration, Public Management, or a relevant field.
- A minimum of 5 years’ experience at a middle or senior management level in the Municipal Capacity Building environment.
- Pre Entry SMS or Nyukela Certificate is required prior to appointment.
- A valid driver’s license.
- Strong planning and organizational skills, along with strategic capability and leadership.
- Proficient in financial management, change management, and knowledge management.
- Excellent communication and presentation skills, as well as strong report writing abilities.
- Comprehensive understanding of national and provincial capacity building frameworks and local government regulations.
- Competence in computer literacy and the ability to interpret and apply policies effectively.
