What You’ll Do

  • Manage the financial planning and budgeting processes for the department.
  • Develop and implement the departmental Medium-Term Expenditure Framework (MTEF) budget.
  • Provide strategic advice on financial planning, budgeting, and reporting processes.
  • Align financial plans with departmental strategic objectives and Annual Performance Plans (APP).
  • Advise management on financial sustainability and potential fiscal risks.
  • Oversee budget implementation, expenditure monitoring, and resource allocation.
  • Compile annual and adjustment budgets, ensuring accuracy and compliance.
  • Prepare cash flow projections and revenue estimates.
  • Coordinate budget hearings and engage with the Provincial Treasury and oversight bodies.
  • Manage financial reporting and compliance services, ensuring timely submissions of reports.
  • Oversee the financial support and transfer payments to NGOs, ensuring compliance with funding agreements.
  • Develop frameworks and guidelines for NGO financial support services.
  • Monitor revenue management and implement strategies to improve collection performance.
  • Identify and mitigate financial risks affecting the department.

What You’ll Need

  • An appropriate qualification at NQF level 7 or equivalent in Financial Management, Financial Accounting, Commerce, Cost & Management Accounting, or Internal Auditing.
  • A minimum of five years of relevant experience at a middle or senior managerial level.
  • Proof of completion of the SMS pre-entry programme is required before appointment.
  • A valid motor vehicle driver’s license (not required for persons with disabilities).
  • Core competencies in strategic capability, leadership, project management, and financial management.
  • Strong knowledge of PFMA, Treasury Regulations, public service acts, and financial management systems.
  • Excellent communication skills and the ability to manage client relationships effectively.
