About the Role

The Department of Rural Development and Land Reform is seeking a dedicated and experienced professional for the role of Director: Tenure Reform Implementation based in Kimberley, Northern Cape. This pivotal position plays a crucial role in managing and implementing Communal Land Tenure Programmes, which are essential for promoting land rights and ensuring the fair distribution of land resources within the community. By facilitating awareness and capacity-building initiatives on communal land management, the successful candidate will contribute significantly to empowering local stakeholders and enhancing their understanding of relevant laws and regulations.

In this role, you will act as a mediator and facilitator in instances of land rights violations and disputes, helping to protect and uphold the rights of individuals in communal land settings. What You’ll Do

• Manage and implement Communal Land Tenure Programmes to ensure effective land management.
• Promote awareness and provide training to stakeholders regarding communal land laws.
• Liaise with land rights management structures to ensure legal protection and awareness.
• Facilitate mediation in land rights disputes in accordance with relevant legislation.
• Develop and manage the implementation of various land rights upgrade programmes.
• Conduct land rights awareness campaigns to inform and educate the community.
• Establish and support Land Rights Management Committees (LRMC) for effective governance.
• Oversee the Land Rights Management Facility and ensure compliance with policies.
• Prepare detailed reports and manage external and internal audits for the Directorate.
• Represent the Directorate at various forums and coordinate stakeholder relations.

What You’ll Need

• Grade 12 Certificate and a Bachelor’s Degree in Social Sciences, LLB, or a related field (NQF Level 7).
• A Nyukela certificate (Pre-entry Certificate to the SMS) must be submitted prior to appointment.
• Minimum of 5 years of experience in a middle/senior managerial role related to land reform.
• Valid driver’s licence to facilitate travel for work-related tasks.
• Strong knowledge of land tenure security, relevant legislation, and public service policies.
• Proficiency in planning, organisational skills, and financial management.
• Excellent verbal and written communication skills, with strong analytical and problem-solving abilities.
• Ability to work under pressure and maintain strong interpersonal relationships.
