An independent analysis of Public Service Vacancy Circular 28 of 2026, issued by the Department of Public Service and Administration (DPSA) on 7 August 2026.

1. Introduction and Key Headline Figures

If last week belonged to the Eastern Cape and Mpumalanga, this week belongs to Limpopo — and to one department in particular. Circular 28 of 2026 contains 236 individual post advertisements, which between them account for at least 528 individual vacancies. That is a modest 9% rise on Circular 27’s 484 posts, but the shape of the circular has changed dramatically: after sitting out of the index entirely for at least two consecutive circulars, Limpopo’s Department of Education has returned with the single largest departmental hiring drive we have on record for this series — 272 vacancies, more than half of them inside its Special Schools and inclusive-education network.

Meanwhile, two provinces that dominated the previous circular have gone quiet. Free State and North West, which together advertised 120 vacancies last week, do not appear anywhere in this circular’s index. That kind of week-to-week swing is becoming a defining feature of the DPSA circular: provinces and departments hire in short, intense bursts rather than a steady weekly drip, and this week is a clear example.

A note on our headline number: 528 is a documented minimum, not a guessed total. DPSA circulars mostly state the number of posts per listing using an explicit “(X Posts)” tag, and we have totalled those. But two listings in this circular enumerate multiple distinct positions — by medical sub-specialty or by district — without using that tag, and we have added those in manually after checking the underlying text (see the “Vacancies at a Glance” note below for the full explanation). Where we could not verify a number, we did not guess it.

2. Vacancies at a Glance

Metric Figure
Circular number 28 of 2026
Date issued 7 August 2026
Individual post advertisements 236
Total vacancies (documented minimum) 528
National departments recruiting 17
Provincial department entities recruiting 10
Provinces with active vacancies 7 of 9 (Free State and North West recorded none)
Biggest single recruiting entity Limpopo Department of Education — 272 vacancies
Highest advertised salary R2,301,186 per annum (Medical Specialist Grade 3: Anaesthesiology, Mpumalanga Health)
Lowest advertised annual salary R144,024 per annum (General Worker / Household Aid, Level 2)
Sessional/hourly-rate posts 2 (R501–R887 per hour, not comparable to annual figures)
Earliest closing date 24 August 2026 (17 days after issue)
Latest closing date 28 August 2026

Methodology note on the vacancy total: Of the 236 listings, 65 carry an explicit “(X Posts)” tag totalling 303 positions, and the remaining 171 listings default to one post each (168 positions), giving a directly tagged total of 511. We manually verified two further listings that describe multiple distinct positions without a tag: a Registrar: Medical post in KwaZulu-Natal Health lists 16 separate sub-specialities (Anaesthesiology, Cardiothoracic Surgery, Emergency Medicine, and 13 others), and a Senior State Accountant post in Limpopo Education lists three separate district reference numbers. Adding these brings the total to 528. A small number of other listings quote a single reference number against a facility that appears to have more than one vacant slot (for example, “Witbank Hospital (2)”) without using the standard notation — we have not added these to the total, since we could not confirm the number was a post count rather than a facility or ward reference. The true total may therefore be marginally higher than 528.

3. Biggest Government Hiring Areas

Top recruiting departments and entities

Rank Department (province) Vacancies Listings
1 Education — Limpopo 272 73
2 Health and Wellness — Western Cape 42 29
3 Health — Mpumalanga 40 22
4 Health — KwaZulu-Natal 36 17
5 Justice and Constitutional Development — National 21 8
6 Provincial Treasury — Limpopo 20 3
7 Forestry, Fisheries and the Environment — National 12 9
8 Water and Sanitation — National 11 9
9 Land Reform and Rural Development — National 9 9
10 Agriculture — National / Environment — Gauteng 7 each 7 each

Limpopo Education dominates this circular by a wide margin, and its 272 vacancies span a genuinely broad occupational mix rather than one job type: 31 Professional Nurse posts across special schools, 29 Social Worker posts, 20 posts in a structured internal-audit learning programme, plus personnel practitioners, registry clerks, network controllers and school-support administrators. This is not a single campaign so much as an entire provincial department restocking after an apparent hiring pause.

Western Cape Health and Wellness remains the series’ most dependable recruiter, again led by nursing, allied health and support-service posts across its hospital network — a pattern that has held in every circular we have reviewed.

Mpumalanga and KwaZulu-Natal Health both post substantial numbers, with Mpumalanga notable for advertising this circular’s highest single salary (a Medical Specialist post in Anaesthesiology) and KwaZulu-Natal notable for its 16-discipline Registrar: Medical listing — effectively a full specialist-registrar intake in one advertisement.

4. Major Recruitment Drives

Three listings stand out as genuinely structured campaigns rather than routine one-off vacancies:

Limpopo Education’s Special Schools nursing and social-work intake. A 31-post Professional Nurse listing and a 29-post Social Worker listing, both spread across special schools for learners with disabilities in districts including Sekhukhune, Mopani East, Mopani West, Vhembe West and Mogalakwena. Combined with 14 Personnel Practitioner and 10 Employee Health & Wellness posts in the same department, this reads as a coordinated push to staff the province’s inclusive-education infrastructure.

Limpopo Provincial Treasury’s Occupational Certificate: Internal Audit Learning Programme. Twenty posts (three separate listings of 11, 5 and 4) offering a 24-month structured internal-audit traineeship at R237,453 a year (Level 05), explicitly aimed at building future IAM, CIA, CISA, CFE, CA(SA) and data-analytics professionals. Candidates must be South African citizens resident in Limpopo and sign a 24-month contract. This is the closest thing in this circular to a genuine graduate/diploma-holder development programme, and it is far smaller and more targeted than the multi-province internship waves seen in some earlier circulars.

KwaZulu-Natal Health’s Registrar: Medical intake. A single listing (Ref Nos Reg 02/2027–Reg 17/2027) covering 16 medical sub-specialities, from Anaesthesiology and Critical Care to Urology, each requiring an MBChB or equivalent and 6–12 months of relevant post-community-service experience. It is structured as one advertisement but functions as 16 separate specialist vacancies.

5. Jobs for Different Qualification Levels

DPSA circulars don’t use a standard qualifications taxonomy, so the figures below are a keyword-based approximation of minimum entry requirements, not an exact classification — but they give a reliable picture of where opportunity sits this week.

  • Matric/Grade 12 entry point (no further qualification required): Roughly 60 vacancies fall at or near the Level 2–5 salary band (up to about R261,372 a year), covering roles such as General Worker, Household Aid, Registry Clerk, Admin Clerk, Secretary and Supply Chain Clerk. Several of these — General Worker and Household Aid among them — sit at the absolute floor of the public-service pay scale, R144,024 a year.
  • Diploma/NQF Level 6 holders: Roughly 260 vacancies specify a diploma or equivalent NQF Level 6 qualification, the largest single tier in this circular. This band includes most Assistant Director posts, State Accountant and internal-audit roles, and — notably — the 20-post Limpopo Treasury learning programme described above, which explicitly targets NQF Level 6 candidates in auditing, accounting or financial management.
  • Degree/NQF Level 7–8 holders: Roughly 230 vacancies require a bachelor’s degree or higher, dominated by the medical and nursing OSD-graded posts (MBChB for Medical Officers, Medical Specialists and Registrars) and by Director-level and Chief Director-level management posts across national and provincial departments.

For job seekers still building qualifications, our [LINK: Free Entry-Level Job Guide] and [LINK: Free Graduate Job Guide] cover how to position a Grade 12 certificate or a diploma against these kinds of listings.

6. Provincial Breakdown

Province Vacancies Share of total
Limpopo 292 55.3%
National departments (not province-specific) 98 18.6%
Western Cape 42 8.0%
Mpumalanga 40 7.6%
KwaZulu-Natal 43 8.1%
Gauteng 7 1.3%
Eastern Cape 3 0.6%
Northern Cape 3 0.6%
Free State 0 0.0%
North West 0 0.0%

Limpopo alone accounts for well over half of this circular’s vacancies, split between its Department of Education (272) and Provincial Treasury (20). This is a striking reversal: Limpopo’s provincial administration recorded no advertised vacancies in at least the previous circular, and its return this week is by far the largest single-province swing we have seen in this series.

Free State and North West going completely silent is the flip side of that story. Both provinces were major recruiters last week — North West’s Social Development drive alone advertised 82 posts — and neither appears anywhere in this circular’s index. As with Limpopo’s earlier absence, this is very unlikely to be permanent; provincial departments in the Public Service tend to hire in bursts tied to budget cycles and post-approval timing, not on a strict weekly rotation.

Eastern Cape, Gauteng and the Northern Cape all remain minor contributors this week, each in single digits, broadly consistent with their typical role as smaller, steadier recruiters between the larger provincial waves.

7. Notable Salaries and Job Categories

Top salaries in this circular

Salary (per annum, top of scale) Post Department Centre
R2,301,186 Medical Specialist Grade 1–3: Anaesthesiology Health — Mpumalanga Witbank Hospital
R1,934,208 Senior State Law Advisor (x2 posts) Justice and Constitutional Development Pretoria
R1,885,710 Deputy Director-General: Environment Environment — Gauteng Not specified beyond province
R1,713,534 Medical Officer Grade 3 (General Surgery / Surgical Ward) Health — Mpumalanga Various institutions
R1,600,893 State Law Advisor (x3 posts) Justice and Constitutional Development Pretoria
R1,554,696 Chief Director-level posts (multiple departments) Land Reform and Rural Development; National School of Government; Women, Youth and Persons with Disabilities Various

The R2,301,186 top salary for Mpumalanga’s Anaesthesiology Medical Specialist post is around 20% higher than the top salary in the previous circular (R1,919,241 for Correctional Services executive posts), and reflects the OSD medical pay scale rather than a standard salary level — a reminder that specialist medical posts, not executive management posts, now hold this circular’s top spot.

At the other end, the lowest advertised annual salary is again R144,024, attached to General Worker and Household Aid posts (Level 2) — the same floor seen consistently across recent circulars. Two sessional medical posts sit outside the annual scale entirely: a Sessional Medical Officer in the Northern Cape at R501 an hour, and a Medical Specialist (Anaesthetics) sessional post in the Western Cape at R671–R887 an hour on a three-year contract.

Occupation mix (approximate, keyword-based)

Occupation area Approx. vacancies Notes
Nursing/Clinical 130 Nurses, medical officers, specialists, registrars, allied health
Human Resources 70 Personnel practitioners, HR development, employee wellness
Administration/Clerical 70 Clerks, registry, secretarial and admin-support posts
Finance/Supply Chain/Accounting 59 Accountants, SCM officers, audit and revenue-related posts
Management/Director-level 56 Assistant Director through Deputy Director-General
Social Work/Community Development 40 Nearly all in Limpopo Education’s special schools
Legal 24 State Law Advisors, court and legal-administration posts
Engineering/Technical/Science 10 Civil, geotechnical and scientific posts
Information Technology 9 Network and systems-support posts
Other/specialist roles (not cleanly categorised) ~46 Vetting, nuclear safety, chief artisan, circuit manager and similar niche titles

Nursing and clinical roles remain the largest occupational group, as in most circulars, but this week’s Human Resources and Administration figures are unusually high for a single circular, driven almost entirely by Limpopo Education’s internal restaffing rather than a broad HR push elsewhere.

8. How This Circular Compares With Circular 27

Metric Circular 27 (31 July) Circular 28 (7 August) Change
Total vacancies 484 528 (documented minimum) +9.1%
Individual post listings 297 236 -20.5%
Average vacancies per listing 1.63 2.24 Larger average listing size
Departments/entities recruiting 30 27 -3
Provinces with active vacancies 8 of 9 7 of 9 -1
Limpopo vacancies 0 (absent from index) 292 +292
Free State vacancies Present (38+) 0 (absent from index) Now silent
North West vacancies 82 0 (absent from index) Now silent
Highest advertised salary R1,919,241 R2,301,186 +19.9%
Lowest advertised salary R144,024 R144,024 No change
Earliest closing date 17 August (17 days after issue) 24 August (17 days after issue) Same lead time

The headline vacancy count is only modestly higher than last week, but the underlying composition has almost completely turned over. Where Circular 27 was defined by the Eastern Cape and Mpumalanga returning after silence, Circular 28 is defined by Limpopo doing the same — on a larger scale than either of those provinces managed — while Free State and North West, last week’s two biggest provincial recruiters, disappear entirely. Fewer listings but a higher average size per listing also points to more large batch-hiring campaigns (Limpopo’s multi-post nursing, social work and HR listings) and fewer single-post advertisements this week.

9. Important Application Instructions

  • Use the new Z83 form. All applications must use the version of Form Z83 effective from 1 January 2021 — the DPSA circular explicitly flags this in every circular, including this one.
  • Quote the exact reference number. Every post has a unique reference number tied to its specific listing; applications without the correct reference risk being misdirected or disregarded.
  • Certified copies are typically required only at shortlisting stage, not with the initial application — check each department’s specific instructions, as this can vary slightly.
  • SMS-level applicants need the NSG Pre-Entry Certificate. Any Senior Management Service post requires completion of the National School of Government’s Nyukela Pre-Entry Programme before appointment; several departments in this circular restate this requirement explicitly.
  • Foreign qualifications need a SAQA evaluation report, to be submitted before interview if shortlisted.
  • No payment is ever required to apply. Multiple departments explicitly warn that fraudulent or falsified qualifications will be reported to the South African Police Service.
  • Don’t expect acknowledgement of receipt. Due to application volumes, most departments only contact shortlisted candidates; if you’ve heard nothing within roughly three months, treat the application as unsuccessful.
  • One application per post. If applying for multiple vacancies, departments require separate, complete applications for each — duplicate or combined applications are discouraged.

Our guides on How to Fill in the Z83 Form and Reasons Government Job Applications Get Rejected cover these requirements in more detail.

10. How to Apply

  1. Find the listing that matches your qualifications in the full circular, either via the official DPSA PDF or through [LINK: Government Vacancies] on JobsSouthAfrica.co.za.
  2. Prepare the new Z83 form, a detailed CV, and — where required upfront — certified copies of your ID and qualifications.
  3. Submit through the exact channel specified for that post — departments in this circular vary between e-mail, online e-recruitment portals (such as the Department of Water and Sanitation’s own system) and hand delivery, so check each listing individually.
  4. Quote the full reference number in your application and, where applicable, in the subject line of your e-mail.
  5. Diarise the closing date for your specific department, since this circular spans four different dates rather than one common deadline (see below).
  6. Keep proof of submission, particularly for hand-delivered or emailed applications, in case a delay dispute arises later.

11. Final Analysis — Who Should Apply?

Nurses, social workers and school-support professionals in Limpopo have the strongest opportunity in this circular. With 272 vacancies concentrated in one department, spanning Professional Nurse, Social Worker, Personnel Practitioner and Registry Clerk grades, this is comfortably the most accessible large-scale drive on offer this week. Applicants should move quickly given the volume of competing candidates a listing this size is likely to attract.

Diploma holders in accounting, auditing or risk management should look closely at Limpopo Provincial Treasury’s Occupational Certificate: Internal Audit programme. Twenty posts on a 24-month structured training contract, explicitly designed to build toward IAM, CIA, CISA, CFE, CA(SA) or data-analytics careers, is a genuine graduate-development opportunity rather than a routine vacancy — and one of the few in this circular aimed specifically at early-career candidates.

Medical specialists and registrars have unusually strong options this week. Between Mpumalanga’s top-of-scale R2,301,186 Anaesthesiology post and KwaZulu-Natal’s 16-discipline Registrar: Medical intake, this circular offers more senior clinical opportunity than most recent editions.

Job seekers in Free State and North West should not read this week’s silence as a lasting trend. Both provinces were the two biggest provincial recruiters just last week; a quiet circular is far more likely to reflect the normal ebb and flow of post approvals than any change in overall hiring plans.

Entry-level candidates with only a Matric certificate have fewer options than in some recent circulars — roughly 60 vacancies fall into the Grade 12-only band, concentrated in general worker, clerical and support roles. Our Free Entry-Level Job Guide can help you monitor future circulars for a bigger intake.

As always, apply only through the department’s specified channel, never through the DPSA directly, and never pay any fee to submit an application.
