This week, two of those three provinces are back, a different department has quietly built the biggest single recruitment drive in the circular, and the legal profession’s moment in the spotlight has passed almost as quickly as it arrived. Circular 27 of 2026 advertises 484 vacancies across 297 individual post advertisements, and while the headline number is only a modest step up from Circular 26, the shape of the circular has shifted again: national departments have receded and the provinces are back in charge of the numbers. This report sets out what changed, why, and what it means if you’re applying for a government job this week.

The Eastern Cape and Mpumalanga, both silent last week, are back with 114 and 47 vacancies respectively, led by the Eastern Cape’s Public Works and Infrastructure department (86 posts across artisan, technical and administrative grades) and a striking, tightly targeted 37-post State Accountant: Revenue Management drive inside Mpumalanga Health. Limpopo, by contrast, is silent for a second consecutive week and doesn’t feature in this circular’s index at all. Meanwhile, Justice and Constitutional Development, last week’s standout recruiter with 60 posts including a Director-General and a Solicitor-General, has vanished from this circular entirely — a reminder of how quickly a department’s hiring wave can begin and end.

Graduate and internship opportunities are still present but smaller and more fragmented than last week’s 109-post UIF surge: three separate provincial programmes — in the Eastern Cape, Free State and Gauteng — together offer 63 internship and graduate-development posts. For job seekers, the practical shift this week is towards provincial, entry-to-mid-level opportunities in the Eastern Cape, North West and Mpumalanga, with a notably longer application window than last week.

A note on “permanent versus contract”: as with previous circulars, posts default to permanent employment unless a fixed term, contract length or sessional/hourly arrangement is stated. Eastern Cape Public Works and Infrastructure tops the table with a broad-based drive: 46 listings covering artisans (foremen, electricians, carpenters), supply chain officers, admin clerks and several Director-level infrastructure posts — none of which featured last week, when the province advertised nothing.

North West Social Development is the second-biggest recruiter and the most socially significant: 38 listings spanning Social Worker, Community Development Practitioner, Child and Youth Care and Nursing Assistant grades, almost entirely OSD-graded posts for the social and community-care workforce.

Mpumalanga Health stands out for concentration rather than breadth. Of its 47 vacancies, 37 sit inside a single revenue-collection campaign: three State Accountant: Revenue Management listings (14, 10 and 8 posts, all Level 07, R338,106 a year) plus a five-post Assistant Director tier — a deliberate push to build billing and collections capacity on three-year contracts.

Western Cape Health and Wellness remains the series’ most consistent recruiter, advertising 60 posts still dominated by Staff Nurse and Professional Nurse grades, alongside pharmacist assistants, artisans and general workers.

This is the second major structural swing in as many weeks. Where Circular 26 saw national departments hold 66.3% of vacancies while the Eastern Cape, Limpopo and Mpumalanga advertised nothing, this circular has almost fully reversed that pattern: national departments have fallen to 19.0%, the Eastern Cape has returned as the largest province at 23.6%, and Mpumalanga is back with a near-10% share.

Limpopo is the one province that hasn’t returned. It doesn’t feature in this circular’s index at all — its provincial administration has now advertised zero vacancies for two consecutive circulars, a longer gap than either the Eastern Cape or Mpumalanga experienced before rebounding.

North West climbed into second place almost entirely on the strength of its Social Development drive, a sharp rise from its usual single- or low-double-digit contribution. Gauteng, KwaZulu-Natal and the Northern Cape remain comparatively minor this week, broadly consistent with recent circulars.

Identifying occupation categories from post titles remains approximate, since the circular uses no standard taxonomy, but keyword analysis of all 297 listings (weighted by the number of posts per listing) gives a reliable picture of where demand sits this week.

Roughly 102 further vacancies didn’t map cleanly to a single area (specialised titles such as Regional Head, Senior Fingerprint Expert and Town Planner) and are best read as a long tail of specialist, department-specific roles.

Two things stand out. Finance and supply chain occupations lead the count for the first time in recent circulars, driven almost entirely by Mpumalanga’s revenue collection campaign rather than a broad-based finance push. And legal occupations have all but disappeared, a direct consequence of Justice and Constitutional Development sitting out this circular after dominating last week’s senior appointments.

The highest salary in this circular, R1,919,241 for Correctional Services’ Chief Deputy Commissioner and Regional Commissioner posts, is well below last week’s peak of R2,756,241 for the Justice Director-General and Solicitor-General roles. With Justice absent, Correctional Services has taken over as the circular’s top payer, advertising a genuine slate of senior executive posts — a Chief Deputy Commissioner, two Regional Commissioners, two Deputy Commissioners and nine Director-level posts across Pretoria and the correctional regions.

At the other end, the lowest advertised annual salary is again R144,024, attached to several Cleaner, General Assistant and Messenger posts (Level 2) across the Eastern Cape, Northern Cape and North West — the same floor seen in every circular we’ve analysed. Three sessional medical posts sit outside the annual scale entirely, paid at R501–R887 per hour, and aren’t comparable to the rest of the table.

OSD-graded posts account for 82 vacancies — slightly more than last week’s 71 — and continue to pay above the standard salary-level equivalent for comparable seniority.

Salary bands show a broader spread than last week’s senior-heavy circular: Level 2–5 posts make up around 14.7% of vacancies — almost double last week’s 7.6% — while SMS-level posts hold roughly steady at 7.4%, similar to last week’s 7.1%. Level 6–12 supervisory and professional posts remain the largest single band by far.

The Mpumalanga State Accountant: Revenue Management campaign is the most coherent recruitment story in this circular. Across three listings plus a five-post Assistant Director tier, Health is filling 37 dedicated revenue-management posts on three-year contracts at Level 07 — a scale that suggests a structured effort to build billing and collections capacity, rather than routine hiring.

The Free State Human Settlements Graduate Internship Programme is the biggest genuinely graduate-focused drive, spreading 38 posts across five districts (Thabo Mofutsanyana, Fezile Dabi, Lejweleputswa, Mangaung, Xhariep) in streams including project management, office administration, supply chain, internal audit and HR — all 24-month contracts paying an R8,174.75 monthly stipend.

New Trends This Week

A handful of genuinely new patterns emerged in this circular that were not present, or were present very differently, last week:

  • The Eastern Cape and Mpumalanga are back, but Limpopo is not. After three provinces went silent in Circular 26, two have returned with substantial recruitment drives this week, while Limpopo remains absent from the circular’s index entirely for a second straight week — the longest gap of the three so far.
  • Justice and Constitutional Development has vanished after dominating last week. The department that advertised a Director-General, Solicitor-General and 47 combined Assistant/Senior Assistant State Attorney posts last week has no listings in this circular at all, illustrating how concentrated and short-lived a single department’s hiring wave can be.
  • A new, highly targeted finance recruitment campaign has emerged. Mpumalanga Health’s 37-post Revenue Management drive is unlike the broad, multi-occupation intakes seen in recent weeks — it is a single, specific operational push, and the largest thematically coherent campaign in the circular.
  • The graduate/internship pipeline has fragmented rather than disappeared. Instead of one large national programme (as with last week’s 109-post UIF intake), this week’s 63 internship posts are split across three separate, smaller provincial programmes in the Eastern Cape, Free State and Gauteng — a reminder that graduate opportunities can appear in multiple places at once rather than a single predictable source.
  • Applicants have more time this week. The earliest closing date has moved out to 17 August 2026, ten days later than last week’s 07 August, giving candidates a longer runway to prepare applications.
  • Administrative housekeeping notes accompany this issue. The Department of Planning, Monitoring and Evaluation extended the closing date for four Circular 26 posts to 17 August; a Free State Social Development post from Circular 02 was formally withdrawn; KwaZulu-Natal Public Works corrected a salary error on a Circular 26 post; Limpopo Sport, Arts and Culture extended a Circular 25 closing date to 24 August; and North West Public Works and Roads extended five Circular 25 Director-level posts to 07 August.

The province-versus-national swing is almost entirely explained by two departments changing places: Justice’s senior legal drive disappeared, while the Eastern Cape and Mpumalanga’s provincial administrations reappeared with substantial listings of their own — a single large drive can still move the entire circular’s shape on its own.

Two shifts matter more than the raw vacancy count for job seekers. The entry-level share has nearly doubled, from 7.6% to 14.7%, making this a more accessible circular than last week’s senior-heavy edition. And the graduate pipeline has diversified rather than shrunk as much as the headline number suggests — three provincial programmes this week rather than one big national one, giving graduates multiple entry points to watch.

Just over 78% of all vacancies (379 of 484) close on 17 August 2026, and a further 43 close the following day on 18 August — meaning more than 87% of this circular’s vacancies close within a two-day window. This is a tighter concentration than it might first appear, and 17 August is the single date to diarise if you’re applying to the Eastern Cape’s Public Works, Sport, Recreation, Arts and Culture, or North West’s Social Development, among several other departments that all use this date.

A smaller cluster of 60 vacancies closes on 21 August, largely covering Gauteng Provincial Treasury’s internship programme and scattered posts elsewhere, while two outlier posts within Western Cape Local Government close on 28 August, giving those applicants the longest lead time in the circular — four weeks from publication.

No same-day or unusually short deadlines were identified in this circular; every advertised post allows at least two-and-a-half weeks’ preparation time from the date of publication, longer than the two-week minimum seen in recent weeks.

Advice for Applicants

Entry-level and artisan-track candidates should look to the Eastern Cape. With 86 vacancies from Public Works and Infrastructure alone — artisan foremen, electricians, carpenters, supply chain officers and admin clerks — this is the most accessible large-scale drive in the circular. Its 82 posts across grades and specialisations make it one of the largest social-sector drives in recent weeks. Have your Z83 (2021 version) and OSD registration documents ready before 17 August.

Finance and revenue management professionals have a rare concentrated opportunity in Mpumalanga Health’s 37-post drive. These are three-year contracts rather than permanent posts, so weigh that against your goals — but the scale (14, 10 and 8 posts across near-identical State Accountant listings) suggests real capacity to absorb qualified applicants.

Limpopo job seekers shouldn’t assume this silence is permanent, but two consecutive quiet circulars is longer than the single-week gaps seen from the Eastern Cape or Mpumalanga. Check centre locations within national listings too, since a handful of national posts may still sit in Limpopo even without provincial adverts.

Legal professionals who missed last week’s Justice drive shouldn’t expect it back immediately — large senior waves tend to be one-off events. The Assistant and Senior Assistant State Attorney posts from Circular 26 are still open, so it’s not too late for those specifically.

Always apply through the correct departmental channel, quoting the exact reference number, and never submit directly to the DPSA — it publishes the circular but has no role in shortlisting or selection.

Conclusion

Circular 27 of 2026 confirms what Circular 26’s conclusion predicted: opportunity in the Public Service moves in waves by department and province, and no single circular gives a complete picture of any one part of the country’s hiring activity. This week, the wave has moved from national legal executives to provincial infrastructure, social development and a tightly targeted finance drive in Mpumalanga — a genuinely different shape of opportunity than last week’s circular offered.

The practical takeaway is the same one made in previous reports, reinforced by two more data points: don’t read any single week’s silence — or dominance — from a province or department as a lasting trend, and don’t wait for last week’s opportunity to reappear before applying elsewhere. The Eastern Cape and Mpumalanga’s return this week, just as Limpopo’s absence continues, is proof that consistent monitoring across circulars remains the most reliable job-search strategy in the Public Service.
