About the Role
The Chief Engineer Grade A for Municipal Infrastructure Services plays a vital role in ensuring that the infrastructure needs of the community in Bhisho, Eastern Cape are met efficiently and effectively. This position is essential for coordinating the Provincial Infrastructure Support Technical Task Team (PMST3) and overseeing the implementation of municipal infrastructure support programmes. Your work will directly impact the quality of life for residents by enhancing local government capabilities and ensuring sustainable infrastructure management, which is critical for the development and growth of the region.
In this capacity, you will monitor and evaluate the performance of municipalities in executing infrastructure management programmes, including both capital and operational expenditures. The Municipal Infrastructure Services department is dedicated to spearheading the development and maintenance of municipal infrastructure across the Eastern Cape. What You’ll Do
- Coordinate district-based municipal infrastructure support programmes through the PMST3.
- Monitor and evaluate municipal performance in implementing infrastructure management programmes.
- Report on quarterly Monitoring and Evaluation (M&E) Key Performance Indicators and Portfolio of Evidence.
- Lead initiatives within the Provincial Infrastructure Steering Committee (PISC).
- Assess the performance of team members, identifying training needs and capacity gaps.
- Mentor and supervise technical staff in both the department and municipalities.
What You’ll Need
- National Senior Certificate and an undergraduate qualification (BSc or B-Tech) in Engineering (NQF Level 7).
- A minimum of six years’ experience as a Project Manager in a local government environment.
- Registration with a professional body, such as ECSA.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- A valid EB-code driver’s license.
- An Advanced Programme in Project Management is advantageous.
- Strong ability to work independently and as part of a team.
- Excellent presentation and mentoring skills.
