South African government job adverts are full of acronyms that are rarely explained on the page itself — DPSA, OSD, SMS, PFMA, and dozens more. Government Structure & Job Levels

DPSA — Department of Public Service and Administration. The department responsible for public service policy, including publishing the weekly Vacancy Circular — though it doesn’t process individual job applications itself.

SMS — Senior Management Service. Covers Salary Levels 13 to 16: Director, Chief Director, Deputy Director-General, and Director-General.

HOD — Head of Department. The most senior official within a provincial department, broadly equivalent to a Director-General at national level.

PSA — Public Service Act, 1994. The main piece of legislation governing employment in the public service.

PFMA — Public Finance Management Act. Legislation governing how government departments manage public funds, frequently referenced in posts involving budgeting or financial oversight.

PSCBC — Public Service Coordinating Bargaining Council. The body where salary levels 1 to 12 are negotiated between government and labour unions.

RFP — Request for Proposal. A formal process used to invite and evaluate proposals from external organisations or service providers, common in posts involving project funding or procurement.

SLA — Service Level Agreement. A formal agreement setting out expected standards of service between two parties, often referenced in posts that manage contracts, partnerships, or funded projects.

Specific Departments & Bodies

SAPS — South African Police Service.

SANDF — South African National Defence Force.

DCS — Department of Correctional Services.

NSF — National Skills Fund, which operates under the Department of Higher Education and Training to fund skills development initiatives.

SETA — Sector Education and Training Authority. There are multiple SETAs, each responsible for skills development within a specific industry sector.

ELRC — Education Labour Relations Council. The body responsible for the separate pay structure used for educators, distinct from the standard DPSA salary levels.

SACSSP — South African Council for Social Service Professions. The professional body that registers social workers and social auxiliary workers, relevant to the OSD structure for that profession.

NSG — National School of Government. Responsible for training public servants, including the Nyukela SMS Pre-Entry Programme required before appointment to Senior Management Service posts.

Pay & Benefits

GEPF — Government Employees Pension Fund. The pension fund most permanent public service employees contribute to and benefit from.

PAYE — Pay-As-You-Earn. The income tax deducted directly from salaries, the same system used across both public and private sector employment in South Africa.

COLA — Cost-of-Living Adjustment. The annual salary increase applied to public service pay, set out in DPSA circulars each year.
