The Department of Public Works and Infrastructure is currently seeking a dedicated State Accountant to join their Head Office in Pretoria. As a State Accountant, you will not only ensure that contracts are managed effectively but also support the resolution of disputes through the Contract Management Committee, thereby strengthening the relationship between the government and its stakeholders.

What You’ll Do

  • Develop and maintain a comprehensive contract register for tracking and reporting purposes.
  • Evaluate the performance of existing contracts and ensure compliance with relevant SCM policies.
  • Serve as the secretariat for the Bid Adjudication Committee, facilitating meetings and documentation.
  • Perform general administrative duties related to contract management and documentation safeguarding.
  • Assess the performance of Supply Chain Management officials and report on equity and empowerment contracts.
  • Capture all active contracts within the contract management systems for accurate record-keeping.
  • Contribute to the resolution of contract disputes through the Contract Management Committee.

What You’ll Need

  • A Grade 12 certificate with a recognised National Diploma or Undergraduate qualification (NQF Level 6) in Supply Chain Management or a related field.
  • A minimum of 3 years of relevant work experience in Supply Chain Management.
  • Strong knowledge of the Public Finance Management Act (PFMA) and related procurement prescripts.
  • Proficiency in BAS, Logis, and BPA systems.
  • Excellent computer literacy and interpersonal skills, with a commitment to customer care.
  • Strong analytical thinking, report writing skills, and effective verbal and written communication abilities.
  • Problem-solving and conflict resolution skills, with the ability to manage relationships with various stakeholders.
  • A valid driver’s license and the ability to work independently, under pressure, and as part of a team.

Requirements

Grade 12 plus a recognised National Diploma/Undergraduate (NQF 6) in Supply Chain Management or other related qualification with a minimum 03 years work experience in Supply Chain Management.

Skills And Competencies: Knowledge and understanding of Public Finance Management Act (PFMA), National Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) of 2000 and Preferential Procurement Regulations, Broad-Based Black Economic Empowerment (BBBEE) Act and other related procurement prescripts Knowledge of BAS, Logis and BPA systems.

Computer literacy.

Good interpersonal Skills and commitment to customer care.

Analytical thinking, Report writing skills, Verbal and written communication.

Problem solving and conflict resolution, Facilitation and People Management Skills coupled with ability to deal with stakeholders at all levels.

Ability to maintain high level of confidentiality.

Highly motivated, Ability to work under pressure, pay attention to detail, work independently and in a team.

Hardworking.

Ability to meet tight deadlines whilst delivering excellent results.

High Accountability and ethical conduct competencies.

A valid driver's license.

Job Duties

To develop and update contract register, evaluate contract performance, Serve as a secretariat of the Bid Adjudication Committee.

Perform general contract administrative duties, evaluate performance of SCM officials, Report on equity/empowerment contracts, Safeguarding of contract related documentation and files.

Ensure that all active contracts are captured on contract management systems.

Ensure compliance with SCM policies and applicable prescripts.

Contribute to contract dispute resolutions through the Contract Management Committee.

Salary

R338 106 per annum
