What You’ll Do
- Develop and implement the Programme funding policy for TVET Colleges.
- Monitor the policy’s implementation to ensure compliance with funding norms.
- Analyse and apply financial and non-financial data for infrastructure funding.
- Conduct research to inform the development and review of funding norms.
- Plan equitable distribution of funding to support education policies.
- Manage models for equitable pro-poor funding.
- Facilitate reporting on funding policy implementation for continuous improvement.
What You’ll Need
- Bachelor’s Degree in Commerce, Economics, Accounting, or Financial Management.
- 3 to 5 years of experience in funding frameworks and policies at a Junior Management level.
- Knowledge of education policies and legislation for public colleges.
- Experience in financial management within a government environment is advantageous.
- Strong skills in policy analysis, development, and implementation.
- Excellent communication skills, both oral and written.
- Proficiency in MS Word and Excel; computer literacy is essential.
- A valid driver’s license and willingness to travel.

Requirements
An appropriate Bachelor’s Degree in Commerce/Advanced Diploma or equivalent qualification in Economics/Accounting and/or Financial Management.A minimum of three (3) to five (5) years, preferably in funding frameworks and policies with at least three (3) to five (5) years of work experience at the Junior Management level.
Extensive knowledge and insight into the education policies and legislations for public colleges.
Experience in financial management in a government environment will be an added advantage.
Policy analysis, development, and implementation skills.
Knowledge of the policies or legislative framework in Technical and Vocational Education and Training Colleges, Public Finance Management Act.
Good financial analysis and research skills.
Good communication (oral and written) and interpersonal skills.
Ability to work in a team and to work under pressure.
Meet tight deadlines and be target driven.
Computer literacy; with extensive knowledge of MS Word and Excel skills.
A postgraduate degree or Diploma in Economics or Finance will be an added advantage.
Willingness to travel and a valid driver’s license.
Job Duties
Develop the Programme funding policy in support of education and training delivery in TVET Colleges and monitor its implementation.Analyse, interpret and apply both financial and non-financial data for infrastructure funding policy development.
Gather, analyse, and utilise data for the development of national Norms and Standards for Technical and Vocational Educational and Training Colleges.
Research and analysis of emerging issues to inform the development and the review of funding norms.
Benchmarking against other financing policies globally.
Research and analysis of emerging issues to inform development and the review of programme funding norms and standards.
Plan the equitable distribution of funding in support of policies for education and training delivery in the Technical and Vocational Educational and Training Colleges.
Manage models for planning equitable pro-poor funding.
Determining required education inputs.
Analyse and interpret emerging and evolving conditions for review of the funding policies where circumstances demand and/or at certain intervals.
Manage the development, review, and implementation of an equitable funding framework for Training and Vocational Educational and Colleges.
Manage and monitor implementation to ensure compliance with the funding norms.
Facilitate reporting on the implementation of the funding policy to identify areas for improvement as well as maintain and sustain best practices.
Analyse, interpret and apply both financial and non- 50 financial data for financial policy development.
