What You’ll Do

  • Coordinate and compile reports related to HR functions and staffing needs.
  • Oversee the development and review of effective HR administrative processes.
  • Monitor and advise on recruitment and selection processes within the Department.
  • Develop service standards for the HR area of responsibility.
  • Implement the Operational Plan of the unit and ensure compliance with performance management systems.
  • Conduct performance reviews and assessments of staff to support their professional development.
  • Facilitate processing of pension benefits and leave payouts for employees.
  • Maintain accurate human resource records and manage PERSAL transactions.
  • Ensure adherence to the Batho Pele Principles and departmental service standards.

What You’ll Need

  • A Senior Certificate/Grade 12 with six years of relevant experience in Human Resource Management, or a Diploma/Degree (NQF Level 6/7) in Human Resource Management or Public Administration with three years of relevant experience.
  • At least three years of experience in roles such as Personnel Practitioner, Principal Personnel Officer, or Administrative Officer (Level 7).
  • Completion of a minimum of three PERSAL courses, with extensive knowledge of PERSAL and the ability to interpret reports.
  • Strong understanding of HR policies, systems, and best practices related to recruitment, employee benefits, and performance management.
  • Proficiency in MS Excel, Outlook, and Word, along with excellent interpersonal and communication skills.
  • A valid driver’s license is required.

Requirements

Senior Certificate/ Grade 12 plus six (6) years’ relevant experience in Human Resource Management or Diploma / Degree (NQF Level 6/7) in Human Resource Management, Public Administration / Public Management as recognized by SAQA plus three (3) years’ relevant experience in Human Resource Development.

At least three (3) years’ experience in the post of Personnel Practitioner / Principal Personnel Officer / Administrative Officer (Level 7).

A least a minimum of three (3) PERSAL courses is inherent requirement.

Extensive knowledge of PERSAL including interpreting PERSAL reports.

Skills and competencies: In-depth knowledge of policies, systems, processes, procedures and best practices pertaining to Recruitment and Selection, Condition of Services, Employees Benefits, Administration, 155 Performance Management, Human Resource Development and Skills development.

A good understanding and knowledge of the PFMA, Public Service Regulations, Basic Conditions of Employment and Employment Equity Act.

Promotion of Access to Information Act (PAIA), Public Service Act, Public Service Regulations and 245 Treasury Regulations.

Computer literacy particularly MS, Excel, Outlook & Word.

Good interpersonal relationship, networking, written and verbal communication skills at levels.

Logical and innovative thinking abilities and leadership skills.

Valid driver’s license.

Job Duties

Co-ordination and compilation of reports regarding the filing of posts.

Monitor the development and review of the system of administering processes in the area of HR strategy and the management of demand and supply of human resources.

Monitor and advise the process of recruitment and selection within the Department.

Development of service in the standards in the area of responsibility.

Monitor the implementation of Operational Plan of the unit.

Manage staff in terms of the approved Performance Management and Development system: Conduct performance midterm reviews and annual performance assessment of staff.

Ensure compliance and effective implementation of employment equity and skill development.

Facilitate processing of pension benefits and leave payouts.

Create and maintain the complete and accurate Human Resource records.

Approve PERSAL Transactions captured.

Utilize resources effectively, adhere to Batho Pele Principle and service standard.

Salary

R413 001 per annum (Level 08), (plus service benefits)
